By Colleen Conley — In a move that’s likely to be met with enthusiasm from the conservative base, House Republicans on Tuesday revealed a proposed 2016 budget that repeals Obamacare, partly privatizes Medicare, and turns Medicaid into block grants to the states. The proposal also reaches balance in 10 years, in an attempt to keep promises made to constituents who demand a deep cut in federal spending.The budget does not decrease defense spending and adds some caveats for emergency wartime spending and anti-terror operations.
The plan envisions a remaking of the federal government, including giving more leverage to states to determine how they spend tax dollars. States will be given block grants for Medicaid and Food Stamps, both of which will receive decreased funding over 10 years, but which allows much greater flexibility at the local level. Future recipients of Medicare would be offered voucherlike “premium support” to pay for private insurance rather than government-provided health care.
The House budget would repeal all of Obamacare, as well as much of Obama’s 2010 law regulating Wall Street financial firms. And it would cut the size of Pell Grants, the popular federal financial aid program for higher education.
House Budget Chairman Tom Price (R-GA) promised on Monday “a plan to get Washington’s fiscal house in order, promote a healthy economy, protect our nation and save and strengthen vital programs like Medicare.”
Opponents plan to hammer Republican priorities this week, as the House and Senate budget committees officially begin drafting their plans on Wednesday, and then try to pass them through their chambers this month. President Obama has already tried to get ahead of the debate by criticizing Republican plans to abide by strict domestic and military spending caps.
Congressional budgets do not have the force of law and are largely advisory documents, but they represent the broadest statement of governing philosophy each year and set overall spending levels for the coming fiscal year. And in coming months, this one may contain language easing passage of taxation and entitlement legislation.Conservative groups insist Republicans must keep their promise and repeal the Affordable Care Act.
“Republicans owe their majorities to their unwavering opposition to Obamacare, a reality that must be reflected in the budget,” declared Heritage Action, the political arm of the conservative Heritage Foundation. “A throwaway line that the budget ‘repeals Obamacare in its entirety’ is not enough.”
Historically, the Senate has been less willing to take on the tough issues, and House Republicans conceded on Monday that the Senate was not likely to propose such extensive cuts.
Is it possible that House Republicans are finally listening to their constituents’ demands for a more fiscally prudent approach to government, by decreasing the size and scope of federal power, with a return to increasing states’ rights? I’m not yet ready to exhale, but one can hope that it’s a small step in the right direction....

Newsmax — Israeli Prime Minister Benjamin Netanyahu's ruling Likud Party scored a resounding victory in the country's election, final results showed Wednesday, a stunning turnaround after a tight race that had put his lengthy rule in jeopardy.With nearly all votes counted, Likud appeared to have earned 30 out of parliament's 120 seats and was in a position to build with relative ease a coalition government with its nationalist, religious and ultra-Orthodox Jewish allies. Such a government would likely put Israel at odds with the international community over settlement construction and its opposition to Palestinian statehood, and continue clashing with the White House over hard-line policies.
The election was widely seen as a referendum on Netanyahu, who has governed the country for the past six years. Recent opinion polls indicated he was in trouble, giving chief rival Isaac Herzog of the opposition Zionist Union a slight lead. Exit polls Tuesday showed the two sides deadlocked but once the actual results came pouring in early Wednesday, Likud soared forward. Zionist Union wound up with just 24 seats.
Given the final results, it is all but assured that Israel's largely ceremonial President Reuven Rivlin will task Netanyahu with forming a new government. Netanyahu says he hopes to do so quickly, within two to three weeks.
"Against all odds, we achieved a great victory for the Likud," Netanyahu told supporters at his election night headquarters, declaring victory even before final results were known. "I am proud of the people of Israel, who in the moment of truth knew how to distinguish between what is important and what is peripheral, and to insist on what is important."...

The US Senate has launched a bipartisan probe into the White House’s alleged funding of an NGO pushing for the ouster of Israel’s prime minister, Benjamin Netanyahu, a source told Fox News.
According to the source, the US State Department apparently handed taxpayer-funded grants, worth $350,000, to the OneVoice Movement.
OneVoice allegedly forwarded the money to its subsidiary in Israel called Victory 15 (V15), which is committed to ousting Netanyahu due to the PM being an obstacle to the two-state solution to the Israeli-Palestinian dispute, brokered by the US.
“It’s confirmed that there is a bipartisan Permanent Subcommittee inquiry into OneVoice’s funding of V15,” the source said.
OneVoice is prohibited from directly targeting Netanyahu by US law and can only do it through its Israeli partner, V15....
