Extramarital affairs are strictly forbidden in the province, where sharia law governing behavior was adopted in February for both Muslims and non-Muslims alike. Sharia vigilante groups, although officially illegal, are “common and even condoned by the local clergy and authorities.”
In this case, the vigilantes – composed of eight men, including a 13-year-old boy – broke into the woman’s home and allegedly caught the couple about to engage in sex. The accused man is 40 years old and married.
The vigilantes proceeded to tie up the man, after which he was beaten. The woman was taken to another room and raped by each man. Afterwards they doused the couple in sewage before taking them to the authorities for the crime of “tarnishing the village’s reputation.”
The city’s sharia police, the Wilayatul Hisbah, announced that the couple would be caned for committing adultery.
“We want the couple to be caned because they violated the religious bylaw on sexual relations,” said Ibrahim Latif, the head of the shariah office in the eastern town of Langsa. Ibrahim said the fact that the woman had been raped would not be taken into consideration when prosecuting her for the crime.
“They have to be [caned] as a form of justice because the rapists will also be processed, but in a criminal court,” he said. “Besides, they’ve confessed to having sex on several previous occasions, even though the man is married and has five children.”
According to sharia law instituted in the province, the couple could each publicly receive nine cane strokes.
Commenting on the case, Nursiti, the head of a women’s empowerment group in Aceh, said, “Instead of protecting the victim of this heinous crime, the authorities want to have her caned. What kind of government is this that won’t protect its citizens?”
A week after the rape, the woman was still being held by authorities.
To date, three of the rapists have been found and arrested, including the 13-year-old. Under sharia, they would have received the same number of cane strokes as the victims, however, the rapists will be tried under Aceh’s criminal law system. Police said they know the identities of the other five rapists and asked their families to turn them in.
Teungku Faisal Ali, the head of Aceh’s chapter of Nahdlatul Ulama, the country’s largest Islamic organization, agrees with that the couple should face the full sharia punishment for the crime, but also wants the rapists to be tried under both sharia and criminal law. “The punishment for the mob that raped the victim must be much harsher because they have set back efforts to uphold shariah in Aceh.”
In other cases of sharia vigilantism in the province, a 20-year-old university student was raped by three shariah police officers in Langsa in January 2010 for riding on a motorcycle with her boyfriend.
In that case, two of the rapists were caught, tried and each sentenced to eight years in prison. The third perpetrator remains at large to date. The town’s shariah police chief was also fired.
Ismail Hasani, a scholar at Jakarta’s Syarif Hidayatullah State Islamic University, said, “Sure, the law has to be enforced, but a punishment like caning is excessive…. The punishment is imposed based on sexual imagination instead of legal facts. Historically, caning in Islam is implemented strictly based on strong evidence. But in Aceh, it is done arbitrarily. The enforcement of the shariah law is done based on prejudice and even for political reasons.”
The national government, for its part, has remained silent on the issue. All provinces in Indonesia are given a large degree of autonomy, but Aceh, in particular, is one of three provinces that have extra autonomous status according to a 2005 peace accord signed to end a violent 30-year struggle for autonomy by the Islamist Free Aceh Movement.
Part of the peace accord allows the establishment of sharia laws governing behavior in the province, including the prohibition of close contact between men and women who are not related to each other, the prohibition of alcohol and the selling and public consumption of food during Ramadan; the obligation of women to wear a hijab (Islamic head covering) as well as prohibiting them from wearing tight pants and straddling motorcycles, among other restrictions. » Full Article

Speaking to Jeffrey Goldberg of Bloomberg, Netanyahu blamed the collapse of peace talks on the actions and decisions of Palestinian Authority Mahmoud Abbas. Netanyahu made no point in hiding the fact that Abbas is unable and unwilling to deal with the core issues surrounding the peace process.
“We want a demilitarized Palestinian state that recognizes the Jewish state. How do you get that if you can’t get it through negotiations?” the prime minister asked.
The prime minister hinted during the interview that he is beginning to weigh suggestions brought forth by many Israelis to take unilateral steps to disengage from heavily populated Palestinian sections of Judea and Samaria.
“It’s true that the idea of taking unilateral steps is gaining ground, from the center-left to the center- right. Many Israeli are asking themselves if there are certain unilateral steps that could theoretically make sense,” he said.
Netanyahu was clear that while some Jewish settlements may have to be uprooted, the prime minister is not looking for a repeat of what happened in 2005 when Israel withdrew from Gaza. “Unilateral withdrawal from Gaza didn’t improve the situation or advance peace – it created Hamastan, from which thousands of rockets have been fired at our cities,” he said.
During the interview, Netanyahu reiterated that Israel must remain a Jewish-majority democratic nation. “We don’t want a binational state, and we don’t want a Palestinian-Iranian state next door,” he explained. “There is an emerging consensus that we don’t have a partner who can challenge constituencies, do something unpopular, do something that is difficult. Abbas has not done anything to challenge the prevailing Palestinian consensus.”
Responding to his critics that Netanyahu has not done enough to encourage the peace process and has taken steps to sabotage it, the prime minister rejected the criticism. Netanyahu referenced a speech he gave five years ago “recognizing the two-state solution.”
At one point during negotiations, Israel issued a 10 month freeze on settlement construction. During that time, “Abbas did nothing.” When asked whether Israel should indefinitely freeze construction to place the onus back on Abbas, Netanyahu stated, “I don’t think it would work. Having tried once, I saw that it doesn’t work.”
When asked about the US placing the blame on Israel for the collapse of peace talks due to “rampant settlement activity,” the prime minister said, “No new settlement have been built since the time I was first prime minister, which was 1996.”
“Most of the settlement population, between 80 and 90 percent, is clustered in three urban blocs, in suburbs of Tel Aviv and Jerusalem that everyone knows will stay in a final peace settlement. Effectively, the territory that is involved has not increased. It’s marginal. It’s been marginal for the last 20 years,” he said.
Lastly, Netanyahu spoke about the hardest decision he made as prime minister to gain traction in the peace process. “Then I did something that was toughest of all,” he said. “I released terrorist prisoners, killers of innocent people. That was the hardest decision.”
During the interview, Netanyahu stated that the greatest threat to the peace deal is not settlement activity but rather two larger threats taking over the Middle East. “The threat is militant Islam in its Shia variety or Sunni variety. The threat is what happens when radicals get a state,” he said.
Netanyahu said that the world needs to look to Iran, which is “seeking nuclear weapons and which threatens everyone in the region” to understand the real danger. The prime minister criticized the nuclear agreement taking place between the Islamic Republic and the P5+1, saying the deal leaves Iran “with a breakout capability” of up to a year.
“Intelligence isn’t perfect – far from it. Intelligence did not prevent enrichment sites from being built without anyone knowing for years,” he said. “Everybody in the region – everybody – shares my assessment that what you have to do is dismantle Iran’s enrichment capability. If you leave them with enrichment capability, then everybody will scramble to get their own capability.”
Iran’s latest actions have shown that they are committed to doing the opposite of what they have told the west. “Look at what Iran does without nuclear weapons. They’re in Syria; they’re in Gaza, sending ships with weapons. They’re in Yemen, in Bahrain, Iraq, everywhere.” Netanyahu stated. “So if [Ayatollah Ali] Khamenei’s Iran becomes a threshold nuclear power, what do you think will happen?” » Full Article

The still classified Obama State Department email, according to Issa, shows that the Obama White House rushed to settle on the false narrative of the anti-Islamic YouTube video instigating the attacks, which was completely at odds with the conclusions reached by reports from the ground.
This new evidence destroys the Obama White House claims, communicated by Obama spokesman Jay Carney, that the White House obtained the false narrative from CIA talking points, since, according to Congressman Issa, the communication with YouTube was conducted by the Obama White House before any CIA talking points were concocted.
The subject line of the email, ironically sent at 9:11 p.m. (the attacks took place on 9/11/12) on the night of the attack, was “Update on Response to actions – Libya,” hours before the attack had ended.
“The e-mail shows the White House had hurried to settle on a false narrative — one at odds with the conclusions reached by those on the ground — before Americans were even out of harm’s way or the intelligence community had made an impartial examination of available evidence,” Issa said.
Issa has called for the Obama White House to declassify the email.
According to Issa, one of the items noted in the email stated, “White House is reaching out to U-Tube [sic] to advise ramifications of the posting of the Pastor Jon video.”
Issa scolded current Secretary of State, Democrat John Kerry, for just now turning over a classified version of the email, some 20 months after the attack, while calling on the regime to release a unclassified copy.
“Unfortunately, Secretary Kerry and the State Department continue to try to keep this information from the public, only turning this document over to Congress last month. While the information I have cited from this email is clearly unclassified, the State Department has attempted to obstruct its disclosure by not providing Congress with an unclassified copy of this document that redacted only classified portions outlining what the Department of Defense and the Secretary of State were doing in response to the attack in Benghazi that night.”
