The army said that special forces belonging to the Duvdivani undercover unit were conducting a surprise arrest when they came under attack. The killed Palestinian man, identified by Ma’an News Agency as Madmoud Adwan, 20, was killed when shot in the head with a bullet.

The IDF said in a statement that troops were forced to open fire on Adwan after he threw an improvised device at troops.

The army “confirmed a hit” while a second man was detained for questioning. There were no injuries reported on the Israeli side. Army officials said Tuesday morning that “the incident will be investigated.”

Overnight, seven Palestinians, including a member of Hamas, were arrested in raids across Palestinian areas.

Tuesday morning’s incident is the first serious exchange of fire in several months. Qalandiya is a known hotbed of violent activity. The camp has been the site of a number of violent clashes between Palestinians and Israeli forces.

The death of Adwan comes after a recent change in IDF policy issued by the Central Command which allows soldiers to respond to life-threatening attacks with whatever means are necessary to protect themselves.

The IDF previously prohibited soldiers from opening fire against terrorists in certain situations, such as firework attacks. However, the policy now allows soldiers to shoot in any situation in which a soldier judges his life is in danger.
